The Challenge

A company serving public sector equipment procurement approached us with a problem their customers faced daily: government agencies, fire departments, EMS organizations, and law enforcement teams were missing funding opportunities simply because they didn’t know grants existed—or lacked the resources to research and apply for them.

The client envisioned a grant management platform that could match organizations to relevant funding opportunities based on their specific profiles, provide a searchable database of grants, and accelerate the application process by generating initial proposal drafts. They needed tiered subscription access with both free and paid tiers, integrated billing, and tools for their internal team to manage the growing grant database.

This wasn’t a simple CRUD application. The matching logic alone required careful relational database design—organizations have multiple missions, program initiatives, agency types, and location data, while grants have their own criteria across all these dimensions. The system needed to dynamically surface new grants to qualifying organizations without manual recalculation.

Our Approach

We architected the grant matching platform as a full-featured SaaS application with React on the frontend and Laravel PHP powering the backend API. The technical approach centered on three core challenges: relational data modeling for accurate grant matching, OpenAI API integration for useful proposal generation, and Zoho subscription billing embedded directly into the user experience.

For the matching engine, we designed a MySQL schema that maps organizations to grants through multiple relational paths. An organization’s profile captures agency type (federal, state, county), organization type (EMS, fire, law enforcement), geographic location, missions (life support, aviation, mounted patrol, disaster response), and program initiatives (traffic safety, active shooter response, community development, housing). Grants carry their own criteria across these same dimensions. When an organization logs in, the system calculates their top matches automatically—and as new grants enter the database, they surface for qualifying organizations without any manual intervention.

The AI grant writing component required prompt engineering that produced genuinely useful output. We built a multi-page intake form capturing approximately 15-20 questions about department details, equipment purpose, intended use, and organizational context. These responses feed into carefully structured prompts that generate three-page proposal drafts. The output isn’t submission-ready—it’s a starting point that accelerates the work of professional grant writers, giving them structured content rather than a blank page.

The Solution

The production platform delivers comprehensive grant discovery and application support for public sector organizations.

Organization Profiles and Automated Matching: Users register and build detailed profiles specifying their agency characteristics, missions, and initiatives. The relational matching engine continuously evaluates their profile against grant criteria, surfacing relevant opportunities the moment they’re added to the system. Organizations see their best matches immediately upon login—no manual searching required.

Grant Database and Discovery Tools: We built internal tooling for the client’s team to manage over 5,000 grants, each tagged with matching criteria across agency type, organization type, missions, initiatives, and location. Organizations can browse the full database through a searchable, filterable interface, save interesting opportunities, and print grant details for offline review.

AI-Powered Proposal Generation: The OpenAI integration transforms questionnaire responses into structured proposal drafts. Organizations answer detailed questions about their needs and context; the system formulates engineered prompts and returns narrative content that grant writers can refine and submit. This feature alone saves hours of initial drafting work per application.

Subscription Billing with Zoho Integration: We embedded Zoho Subscriptions directly into the platform experience. User registration creates linked Zoho contacts and accounts. Webhook integration handles subscription lifecycle events—cancellations, expirations, tier changes—automatically updating access permissions in the application database. The system supports coupon codes, sends email receipts, and feeds registration data to the client’s CRM for sales team visibility.

Tiered Access Control: Free tier users get limited team members, restricted profile configuration, and core discovery features. Paid subscribers unlock unlimited users, full profile customization, and complete platform access. Authentication ties directly to subscription status through webhook-updated database flags.

Results

The platform launched into production serving organizations actively pursuing grant funding. With over 5,000 grants in the searchable database, the matching engine surfaces relevant opportunities that organizations would otherwise miss entirely. The relational design means the system grows smarter as more grants are added—each new entry automatically appears for every qualifying organization without manual effort.

The AI proposal generation capability has meaningfully accelerated the grant writing process. Rather than starting from scratch, grant writers receive structured three-page drafts that capture organizational context and funding purpose. This isn’t about replacing expertise—it’s about eliminating the blank-page problem and letting professionals focus on refinement rather than initial composition.

The Zoho subscription integration established a sustainable revenue model with automated billing, access control, and full CRM visibility into the customer lifecycle. The client’s sales team tracks registrations, monitors subscription status, and manages the customer relationship through familiar Zoho tools while the platform handles access permissions automatically.

We inherited an initial codebase and saw the project through to production launch over a 6-9 month timeline, building the subscription system, AI features, matching logic, and internal grant management tools as solo development work.
