Case Management Platform for County Government

We joined a government SaaS company with over 30 years of history serving county government departments. Over the following decade, we contributed significantly to the platform’s growth, helped scale it across multiple states, and grew into technical leadership roles. This case study reflects the depth of experience we bring from building and maintaining mission-critical government software serving 250+ organizations.

The Challenge

County government departments across multiple states were running critical operations on outdated, disconnected systems—or paper-based processes entirely. They needed modern, cloud-based case management software that could handle complex tracking, financial management, compliance reporting, and integrations with external systems, all while meeting strict government security standards.

The platform needed to scale from small rural departments with a handful of staff to large metropolitan operations managing thousands of cases. Each department had their own workflows and requirements. Multi-tenancy wasn’t a nice-to-have—it was essential. Data isolation between departments was non-negotiable. And every transaction needed to be audit-ready for state compliance reviews.

Building public sector software requires understanding that failure isn’t an abstract concept. When the system goes down, real operations stop. When data is compromised, careers end. The margin for error is zero.

The Platform

The platform is a comprehensive case management system enabling county government departments to track cases from intake through completion. The system handles the full operational lifecycle:

Core Case Management includes client demographics, case information, legal documentation, conditions and requirements tracking, health and assessment records, chronological event logging, hearing dates, court scheduling, appointment management, and officer caseload assignment with workload balancing.

Financial Management covers payment tracking, receipt generation, disbursement routines, check processing, credit card payment integration, and fee accounting. Every dollar is traceable with complete audit trails.

Reporting and Operations provides compliance reporting for state requirements, dashboard widgets for real-time visibility, data exports, analytics, and a mobile app for client self-service including check-ins, messaging, and payments.

Our Role

Over a decade of hands-on work, we contributed to and helped transform the platform from a regional solution to a multi-state operation serving 250+ departments.

What We Contributed: We built significant features across the platform’s case management, tracking, scheduling, and workflow systems. We participated in architecture decisions that enabled multi-state scaling—decisions that held up as the platform grew to serve departments across multiple states. We developed data migration pathways that onboarded new departments without disrupting existing operations.

Technical Leadership: For a decade, we’ve provided technical leadership alongside a team of 15 developers organized into three focused groups. The Product team maintains and enhances the core platform. The R&D team explores emerging technologies and builds proof-of-concept features that propagate backward into production. The Integrations and Infrastructure team handles external connections and DevOps operations. As part of the leadership team, we’ve helped coordinate the product roadmap across 250+ customer deployments, managing feature releases around the operational realities of government clients who can’t afford downtime during critical periods.

Technology Modernization: We contributed to systematic modernization efforts that kept the platform current without disrupting production operations. PHP version migration from 5.4 through 8.0, managed iteratively across production servers with zero downtime. Operating system upgrades from RHEL 6 through 9. Frontend modernization from legacy JavaScript to Angular to React components. And when browser compatibility became untenable, we were part of the team that led the migration from Internet Explorer dependencies to a custom Electron desktop application—a project detailed in our Electron Desktop Migration case study.

Integration Ecosystem

County government technology doesn’t exist in isolation. The platform connects to external systems across multiple categories, each requiring deep understanding of vendor APIs, government security requirements, and operational workflows.

Payment processors handle credit card transactions with PCI compliance requirements. Drug testing vendors provide automated result imports and scheduling integrations. Monitoring device vendors feed violation data into case records. Document and signature systems support county workflows requiring legal documentation. Calendar integrations synchronize scheduling across systems. External government databases provide streamlined case data imports.

Each integration project meant learning a new vendor’s approach, navigating their security requirements, and building reliable connections that county staff could depend on for daily operations.

Security & Compliance

CJIS compliance isn’t a checkbox—it’s a comprehensive security framework governing criminal justice information systems. The platform maintains CJIS-compliant infrastructure with zero security breaches in production across the platform’s lifetime.

The platform runs on Azure Government Cloud with complete audit logging for all transactions. Role-based access control with department-level isolation ensures that users only see data they’re authorized to access. All data is encrypted at rest and in transit. Regular security assessments validate the platform’s controls, and proper documentation and processes are maintained for government audits. This experience gives us deep familiarity with the requirements and rigor that government software demands.

Results

A decade of continuous development produced a multi-tenant government SaaS platform serving 250+ county government departments across multiple states. Fifteen developers across three specialized teams maintain and extend the platform. The CJIS-compliant system has operated with zero security breaches while handling critical government operations daily.

The technology migrations—PHP versions, operating systems, frontend frameworks, browser dependencies—demonstrate that enterprise software can evolve without disrupting the organizations that depend on it. Each migration required planning, testing, and coordination across production deployments, executed without taking departments offline.

This experience represents the depth of knowledge we bring to complex software challenges. Building software that serves government operations isn’t a product launch—it’s years of iteration, customer feedback, and continuous improvement. We’ve lived that process and understand what long-term platform development requires.
